As long as he purchases the license before he turns 18 it's valid for the season even if he turns 18 during it. Essentially kids under 16 don't need to buy their own license unless you want them to be able to keep their own limit of fish. If the kids are under 16 and want to keep a limit of fish or are 16 or 17 they need to buy the license I mentioned. They don't have to pay for the expensive non-resident license until they are 18."
