Other poster mentioned Ely, but going in at Tofte, I'd go to Holiday in Tofte. They usually have leeches, but call before to make sure. Veness in Two Harbors is OK, but they never seem to be open when we're driving through.
When we're in Ely, we go to Babe's. The guy can sometimes come across a bit crabby at first, but changes his tune once you start BS'ing with him. I like the old school bait shop feel here.

Fish Lake Bait in Harris. If you come through in the dead of night, and are an honest individual, they will leave some stashed for ya. In the cities, Vados is great to deal with also.
Ely is way out of the way if you are in Tofte and I would NOT travel that far north without having gotten bait...because what if they ran out...then you're S.O.L.!

I pick them up the night before from Fisherman's Corner in Duluth. I like TGO when in Ely, but that is one more stop that I don't want to make on the way to the EP. I get my permit the day before, too.
