I hope I read this correctly at the Ranger Station in Ely and Google has not helped me find it on the internet....but
As I read it you do not need to have your canoe registered anymore to use in Mn if you are NOT required to have it registered in your state.... Which means if you live in a state like Wi. you are not required to have it registered (although I have heard rumor that it may be coming)
sorry if this is not the correct info... maybe someone can find a source to confirm this.

This again? I like how last year the Illinois Water Usage Stamp was $3.50 and this year it was $6.50. And the stamp, if you can figure out how to put it on correctly, is worn out and illegible after a couple months. You don't always get what you paid for.

Your recall is correct, the Minnesota statute regulating watercraft licensing was amended this summer to no longer require a registration sticker from those states that don't register canoes. Here is the amended statute:
Sec. 38. Minnesota Statutes 2016, section 86B.301, subdivision 2, is amended to read:
Subd. 2. Exemptions. A watercraft license is not required for:
(1) a watercraft that is covered by a license or number in full force and effect under federal law or a federally approved licensing or numbering system of another state, or a watercraft that is owned by a person from another state and that state does not require licensing that type of watercraft, and the watercraft has not been within this state for more than 90 consecutive days, which does not include days that a watercraft is laid up at dock over winter or for repairs at a Lake Superior port or another port in the state;
Minnesota statutes Chapter 93 section 86B.301, subdivision 2

And here I was losing my mind because i did not register and get a new license for my new used canoe I just bought in MN last week. Saves me a few bucks....

Now we can debate if that Illinois does not require a "liscense" but a water usage stamp, are boats kept in illinois but not used on Illinois waters exempt.

For $6.50, it's almost not worth debating, and certainly not stressing out over. You get the stamp, which has the consistency of crepe paper practically, and you get to apply the glue on one side of it yourself. Think of it as a fun little project. The first year I did it wrong the first three out of four times. Then the glue was on the outside and leaves got stuck to it etc. I got it down now.

I wish I'd known that before I bought the most recent pair this summer that PEELED off before the end of the trip. Been buying MN licenses since the mid '80's and NEVER had a problem with the stickers before. Glad I no longer have to mess with them! You can just see some remnants of the sticker on ONE side. The other? Completely gone somewhere on Hwy 61!

I put clear packing tape over mine and installed it inside of the hull near where I sit. You only have to have the sticker if you use Illinois waterways. It's not a registration, but a usage fee. Kind of like a State trail pass that Wisconsin uses

You could have just registered it in MN
