No - the toxic molecules are smaller than the pore size of filters, and the molecules are heat stable, so filtration and boiling are ineffective.
I made a more in depth comment on a previous thread.

Ah, the crap we used to call "blue green algae". Nasty stuff. Basically, if the water looks almost fluorescent green, don't drink it no matter how much you filter it. Keeping a fish tank, I associate it with new tank setups that don't have enough biomass to reach equilibrium and get the nitrogen cycle going, so it's strange to think of this being an issue on pristine lakes. Hope they figure it out.
