I've never seen "blueprint plans" but there are complete instructions for making all kinds of paddles (including bentshaft) in the book Canoe Paddles by Graham Warren and David Gidmark. I've made several and it's not too difficult.
I have to agree with Whendrix. Get that book he talked about. They go into detail on the blade and grip area. The shaft is made any length or design you want, no bend, single or double bend. You just start with a blank of wood in the shape of your desired bend, cut away using the patterns in the book. Shafts designs are not in the book. Just make sure the wood grain is opposite the power paddle stroke for maximum strength.
