Can the Garmin inReach Explorer operate as a stand alone GPS with top maps without having the communication features activated via a subscription?

If you are not activating it as a sat transmitter, buy a stand alone GPS like a 64st. As a GPS it does not compare with the functionality of a stand alone GPS. It may be illegal to signal for emergency help if not registered and activated, or considered as a false alarm, and ignored.
