Our family all has the bright orange loud whistles attached to our life jackets, but our older kids were hoping to find a smaller one for around camp (and maybe not orange). I like the looks of the fire whistle (it has a flint and a whistle) but my teens want something smaller. So what is the smallest but still working whistle out there?
Life jackets float, you don't!

Check out the JetScream Whistles.
I have a couple of the JetScream floating whistles in orange but haven't really tried to see how loud they are. I also think some of our PFDs have the Hear-Me whistles on them when we bought them. They've got a variety of sizes and a few in less garish colors.

I bought my daughter a Fox 40 whistle and put it on a lanyard. It is really loud and built well. It comes in many colors with no pea inside. Just tell the kids they can only blow the whistle if in danger.

The Fox 40 Is used by referees everywhere. They come in two sizes and, for the purposes of this use, I recommend the smaller one.

I have several SOL Rescue Howlers purchased for my grandkids. Some for myself and several generic flat whistles, attached to compasses.
I like that they are flat and compact.

After getting stranded overnight I no longer rely on any type of whistle or plastic horn. It was a very windy day with lots of wave noise. I blew my plastic horn---always thought it was pretty loud---a bunch of times and immediately realized that it couldn't be heard over the wind and waves. Later I learned there were people on an island a quarter of a mile away and they couldn't hear me. I now carry an air horn. The air horn is also a necessity for warning motor boaters who are about to run you over.

This may not be what you're looking for, but many buckles (ex. backpacks) have a small whistle built into them. You could order a new top buckle for all of your life jackets and install them for an easy tangle free noise maker. See below.

My hybrid pack from CCS has a whistle in the buckle the pulls the shoulder straps over the chest. I had no idea what it was at first before it clicked as I was showing the new pack off to a friend. It's a nice little touch because I would have never brought one for myself otherwise.

Those chest strap whistles are brilliant on a backpack. On a PFD, I would think through whether this means unclipping the top strap of your PFD in order to get the whistle above water and blow it. Then consider the conditions under which you are in the water and need to blow your whistle to get help and whether unclipping that strap is a good idea. It might work if your PFD has enough other straps but I wonder if it is optimal. Some of our PFDs came with whistles on a lanyard, attached to a D-ring inside of a pocket. That might be a better approach.
