Why do you say this time of year? Traffic?

When I go up grouse hunting I pull right over on the side of the road. Never had an issue.

My assumption is that in the winter it is not wise due to snow plowing.

There is not a forest service road in between Poplar and Lizz. Is there a secret I don't know about?

The Banadad Ski Trail runs in between the 2 lakes but not a road.

That must be what is being seen, I guess. The closet road would be Little Ollie, which leads to private property; and that still would be about a mile away from Lizz.
