Do you have a 4th grader in your family? You might want to take a look at this.
The US government has a program in place that will allow all fourth graders, and their families, free admission to all federal lands and waterways for the entire year that they are fourth graders.
The program is called Every Kid in a Park
My son printed his first pass last week. According to the documentation he can only get one pass at a time, but he can get as many new pass's as he can use throughout the year.
Participating agencies are:
U.S. Bureau of Land Management
U.S. Bureau of Reclamation
National Oceanic and Atmospheric Administration
National Park Service
U.S. Fish and Wildlife Service
U.S. Forest Service
U.S. Army Corps of Engineers
I haven't received and official reply from the USFS yet, but it appears to me that BWCA, Sylvania Wilderness, and Isle Royal permits are included in the program. I also read that some state parks are honoring the pass's, as well, but the decision to honor them or not is up to the park itself.
I might just have to plan extra visits to a couple places this year.

Yes I have confirmation that it works in the BW. You still have to pay when you book your permit, but show the certificate, with your fourth grader, at the ranger station and they'll refund the fee to whatever card you purchased with. The only downside is it has to be done at a ranger station, not a satellite permit station.

I have a fourth grader this year and am pleased to see this program is still happening! Just thought I'd bump this up for people who may not have heard of it.
Also, the OP says you need a new pass each time; I do not think that is the case any longer.

Looking forward to exploring this year: Planning trips to the BWCA as well as the Mesa Verde area of Colorado.
