Probably nothing happened to the current contractor. The Forest Service has to rebid these contracts every now and then. The current contractor very well may be the winner again.

This would be a tough call without some hard data. For Fall Lake, I think you can count on the campground to be 75%+ occupied June through early September to get a revenue estimate but expenses would be the hard part. It doesn't seem like there's a lot of day to day maintenance required, but water, electric, landscaping, trash removal, wages for those that maintain the sites and restrooms would all be unknowns. I don't think you'd walk away a millionaire any time soon.

The perils of running a business that is much based on weather can be feast or famine. My garden center is a prime example. A cold wet spring can be detrimental to your entire year. The campground gig would be very similar I would think .

The fee will be based on a percentage of concessionaire's gross sales minus State and federal taxes. In addition, the permittee will be responsible for all repairs, upkeep, and maintenance
One would need some very hard numbers before submitting a bid to take this on.
Heck one good rain storm could wipe you out just repairing sites and the roads.

I wouldn't exactly call this a job opening.
Almost all Forest Service campgrounds are run and maintained by contractor's.
Some contractor's do a good job, some not so much. Typically, the contractor's run businesses in the locale of the campground. Along the Gunflint Trail, the two campgrounds I am most familiar with are being run by Outfitters or Resorts. Both seem to be well run.
My favorite campgrounds in the UP of Michigan are operated by a Landscaping company. My favorite UP campground was in such deplorable condition a few years ago that I wrote the Ottawa National Forest Supervisor a letter of complaint. The grass had not been cut, there were big pot holes in the roads, the trash wasn't being picked up on a regular basis and the camping prices were posted wrong on the board by the entrance. After my letter, the campground was in better shape the next year.
