I know a guy who casts for Pinks and Cohos from the shore, Puget Sound area. For Pinks he's basically always using a hot pink buzz bomb, probably around the 3" size. And for jigs, this is a decent 5-pack with a good variety.

Pink isn't the only color that works but it's a great place to start.

EDIT: I just realized you were looking at river banks. Not sure how well these items translate to fresh water tactics.

A family member is looking for a gift ideas for state of Washington river bank salmon fisherman.

She likely wants to spend < $25 (lures etc.)

Thoughts?

25 should get your friend a good supply of various kinds of wood for smoking salmon.
Adler
Cherry
Pecan
Hickory...

I love that idea. Seems most anglers like to pick out their own tackle anyway.

Alder is a better choice than adler.

I also like mesquite.

How about a collapsible wading staff? I didn't much like Washington rivers without a staff of some sort. Put them on a leash and when not in use they float behind behind you.
