That is a hand lining box, I think. Outlawed on the pro walleye circuit. They use them for trolling in deep water with heavy current.

I know what it says it is, but I'm looking for more info on it. Were they widely used? Were they practical? How collectable are they? I'm not in the Northwoods so I'm looking for a Northwoods point of view.
