Sometimes just throwing it in the dryer for a while can revive your DWR finish. It's not really a coating that can be applied or sprayed on at home...

I have a down sleeping bag that doesn't seem to have much (if any) DWR. Is it ok to use a spray on DWR to give a bit of protection? I wouldn't want to inhibit any moisture flow but the bag gets damp from dew in the mornings. Any suggestions would be appreciated.

Sounds like, in answer to the OP's question, DWR isn't a coating that effects breathe-ability, might be worth a try.
