No you need the monthly contract. Also as Northwoodsman noted this model doesn’t have maps to load. You can use it as a GPS but you would need to pair it with a mobile device. I personally just use my own GPS (I have the Delorme Explorer), this unit shines as an emergency contact and to update friends/family on your location or for people to be able to track/follow along with your trip.

I think they changed this. I recently purchased an Explorer in June and thought I remember watching a youtube video (dealing with initial setup) in which in the new firmware/software (Spring of 18' I believe) allowed a user to use just the GPS without a monthly contract. But I could be wrong but pretty sure on this, but as mentioned, would need to be paired with a mobile device on the SE model.

The description on their website is inaccurate. This is not the Explorer, it's the SE, which means it doesn't have GPS mapping features, only tracking. You won't be able to find where you are going, only where you have been once you get home.
