They can refund the difference when you pick up the permit. Everyone entering solo gets a refund, so it's commonly done.

You'll get a refund from recreation.gov after you pick up your permit.

I booked our trip for four the day permits were available. Three have bailed and now it’s going to be my exciting solo adventure. Is it possible to get reimbursed for the three on the permit? It’s only a few bucks, but could be a breakfast at Brittons… thanks.
