Question came up. If you do not plan to fish, do you still need to purchase an Outdoor Card? First time I. Was ever asked this.

No. You only need the card for hunting and fishing (to accompany your license).

However, they tend to be somewhat picky about their definition of "fishing." If you have fishing gear in your possession, they often classify that is fishing although said equipment may not be deployed. Also remember Quetico is barbless and (live) baitless.
