The system isn't really too odd if you think of it as a method for the USFS to keep track of the amount of day use in different parts of the BWCA so they can manage it accordingly. Even though you don't fill out the self-issue permit until you are coming back, you still are supposed to drop off the USFS's copy in the self-issue permit box when you get back to the Moose Lake EP, then they have that record that there was yet another paddler coming back down the Moose Chain from Canada.

Paddling through MN waters - yes. Atop a tow boat - I don't know. Like on a trailer - I don't know. Logically if not in the water, I'd say no registration required, just like a car on a transporter. However, governments are so greedy for revenue, they might try to fine you even if never in MN water.

Does your canoe need to be registered if you are going to Quetico and just passing through BWCA?

Leaving in a couple of weeks. We have a tow to PP but plan to paddle out on our return. Not sure exactly what day that will be. I figure I don't need a day paddle permit for the tow in but I should for the way out. How do you do that?

I did the same last week - outfitter I used for the tow wrote me a day pass for the return - they are free.

I try to carry a blank or two. Important to have your copy. Not a law breaker if you don't put the carbon in the box.
