Is anyone able to tell what model/plan this might be, 15'4 in length and 30" across the middle. Its not a new build, around 30 years old.

Looks like the Bruce Kunz "Merlin".

I agree that looks like a Bruce Kunz Merlin. Original plans are dated 1985 and if those plans were followed they will result in a hull 15' 6" having a max beam of 29.5". Depth will be about 12". There is ample tumble home. The keel line is flat and the only rocker is a wee bit in the bow and stern stems.

I built this one from original plans.

Yup ! Make that Three votes for the Bruce Kunz Merlin.

The stem is a little confusing, as I don't believe Bruce designed anything with stems. I could be wrong. But Bruce designed the first Tumblehomed hull That I knew of that far back. Again I could be wrong.
