Is it required that all the members of a group pick up the BWCA permit (to watch the video)?

We have a group member arriving late the night before entry, and I intend to get permit the day before.

Im pretty sure if I was picking up a permit at my udual outfitter, with msny years of trips with them, it would be a non-issue. Probably possible at most outfitters. I'd be less sure of pick up at ranger station. Ultimately, the leader is responsible for the group, iirc.

I haven’t watched the video in years going through different outfitters. Last time was 5-6 years ago at a ranger station. Not sure what their rules are. I would recommend getting the permit issued at an outfitter.

If you work with an outfitter even if just for permit and maybe odds and ends, not renting gear, you can get the permit at 5:00 am or the latecomer could watch the video then.

Everyone must watch it annually. You can watch it here and let those issuing the permit know. Saves some time, but be ready for a quiz. Really not a bad 9-10 minute show, considering all of the other ways to waste one's time on the interwebs.
