Probably not if the information in the blog is accurate: "Unlike Garmin, SPOT does not offer a month-to-month plan, i.e. activate your service only for the months when you’ll use the device."

Read the reviews on REI. Seems like it doesn’t work well yet. I like the keyboard on the Spot X but the possibility of accidental SOS activations and other problems isn't worth it. I don't expect to send many text messages, I mostly want interactive SOS features and can deal with clunky texting in case of an emergency. So, I’m going to buy an Inreach Explorer+.

Yes, I assumed at first that monthly meant it was going to be a plan like Garmin's, but apparently not so.

Someone should definitely call Spot for confirmation about the plans. I can't tell if you can go on or off or not. You might be able to but might need to pay the activation fee each time. That ups the cost. Garmin's activation fee might be annual.
Also check if your info on their website stays active when your device is inactive. E.g. can you get to your tracks and such.
