Woodland Caribou Provincial Park received a significant number of fire starts, July 15 2018. There are also some additional fires surrounding WCPP.

Ontario Forest

Fire locations and sizes are available at the Aviation Forest Fire Emergency Services (AFESS) Forest Fire Page. Fire sizes on the map will be updated throughout the day(s) as the AFFES gathers information and intelligence. This map provides the most up-to-date information as it is gathered from field staff and reflects the last observed fire size. This is the same information WCPP staff trip plan with and how we update our staff in the field.

Currently, the AFFES is under significant fire load and resources are at a premium. Due to this resource shortfall fires response options maybe one of the following.
• full response (suppressed)
• monitored (being observed)
• modified (example - using ignition to limit the growth or limited fire crews, focussing on critical points).

The AFFES will continue to monitor WCPP as they look for new starts, observe the growth of existing fires and implement response options when required such as value protection, ignition or immediate threats to public safety.

The conditions in the Park are dry, allowing for fires to be fast moving; exercising care and caution are of the upmost importance. Also, smoke may continue to be an issue in the coming days/weeks. Currently the next 3-5 days is showing minimal precipitation. In the coming days and/or weeks please advise any users of WCPP some suggested items below to ensure their safety while visiting the park.

• Visit the https://www.ontario.ca/page/forest-fires for the most up-to-date information for their trip planning. (including a RFZ if implemented)
• Even if no fire restrictions are in place, a portable cooking stove should be part of your gear.
• Be alert and mindful of wind direction, smoke conditions, water bombers, recent lighting areas, smoke columns.
• Be prepared to forgo the traditional campfire should conditions warrant
• Safety and well-being may depend upon your ability to assess potential breathing or visual problems associated with thick smoke, ash and haze.
• Ensure you have detailed maps showing all your route options should you need to change your course of travel (ensure you have communicated to someone your trip route as well)
• A communication device maybe a consideration to receive updates or advise of changes.

Additionally, it is critical for fire response and fire fighter / aviation safety that aircraft follow Transport Canada NOTAM guidelines as they relate to forest fires. As well, reporting any new fires is important intelligence for the AFFES via 122.9 MHz.

In general, WCPP recognizes fire as an essential ecosystem process, fundamental to maintaining or restoring the ecological sustainability of protected areas in the boreal forest region. Wildfire is recognized as the most influential natural force acting on the forested ecosystems of WCPP. With this objective and in conjunction with the Wildland Fire Management Strategy (2014) WCPP will be implementing the above response options based on dialogue with the AFFES and WCPP Vegetation Management Plan.

Thanks for the update. The interactive map is very helpful. In case anyone else is looking at it, you can turn off the red/blue/green shading showing fire risk by unticking the box on the left - and an hectare is about 2.5 acres.

NOTICE of Route Closures:
The following lakes are closed for back country permit holders until further notice due to a significant risk from nearby forest fires.
• Larus Lake (travel thru from Thicketwood to Murdock may be permitted by request)
• Sabourin Lake
• Barclay Lake
• Musclow Lake
• Marys Lake
• Gammon Lake
• Royd Lake
• Donald Lake
• Hammerhead Lake

This closure will remain in effect until the fire situation diminishes and the threat diminishes.

As previously communicated, WCPP and Ontario is under significant fire load. WCPP is experiencing significant smoke activity, which will create poor air quality and reduced visibility. Due to the danger posed by numerous wildfires, canoe routes have been CLOSED. Closed routes are subject to change as threat increases or diminishes. You may obtain a route closure map by contacting the park office at woodland.caribou.mnr@ontario.ca.

Additionally, the following Lakes have been CLOSED to backcountry paddlers:
1. Larus Lake
2. Sabourin Lake
3. Barclay Lake
4. Musclow Lake
5. Marys Lake
6. Gammon Lake
7. Royd Lake
8. Donald Lake
9. Hammerhead
10. Dowsell
11. Rostoul
12. Hansen

A large fire 9000 hectare fire not under control on the Bloodvein River in Manitoba exists – please ensure you are aware of this and the potential danger it may pose. If you have an Outpost Camp on one of the lakes listed above, Ontario Parks considers these to be at HIGH RISK to public safety and accessing these locations is not recommended.

Outposts / camp owners on these lakes are NOT restricted at this time – but evacuations are the responsibility of the user; Ontario Parks and Aviation Forest Fire Emergency Services (AFFES) will NOT assume responsibility for the user.

• Fixed wing access during a forest fire evacuation may be difficult due to fire / smoke activity.
• Evacuation may be a result of an immediate threat and require immediate response.
• At this time, we are NOT applying any restrictions to Aircraft Landing Authorities on lakes. We are recommending “self-compliance”.

There have been some evacuations and value protection on threatened values.
At this point, fire intelligence has indicated – 0 values lost.

Fire behaviour today was intensity class 2 -3 (ground fire) with some tree torching due to recent minimal rain, expectation for fire behaviour to increase tomorrow.

See attached map representing recent lightning storm - July 19th 2018 - red + and black o represent lightning strikes. Minimal rain was received. Probability of new fires is HIGH as fuel conditions are dry. Expect new fires in the coming days in these areas.

Due to the danger posed by numerous wildfires, some canoe routes have been CLOSED. Closed routes are subject to change as threat increases or diminishes. A route closure map may be obtained by contacting the Ontario Parks office at (807) 727-1329.

Ignition operations occurred on Red 096 in an attempt to hold the fire to an eastern boundary.Values near fires are being monitored and value protection is utilized as required. No values lost to date due to hard work of the Fire Rangers
Maps/fire sizes continue to be updated as possible. Manitoba fire forecasted to cross into Ontario beginning of the week

Forecast for winds is to be a westerly flow which may cause smoke issues for Red Lake. New fire today - Red 017 @ 0.1 ha

I just started following this forum recently, is this an average fire year so far in WC?

Ha ha... no. This year is a peak fire year. Being in such close proximity to the prairie provinces brings dry hot conditions to WCPP. The combination of climate, thin soils and boreal forest of pine and spruce invites easy ignition by lightning. The result is a fire-driven landscape. We seem to experience a peak wildfire year every 10 - 15 years, where this area becomes a hot spot for storm lightning strikes. All of the 20+ fires within the park this summer have been ignited by lightning.

WCPP and Ontario is under significant fire load. WCPP is experiencing significant smoke activity, which will create poor air quality and reduced visibility. Due to the danger posed by numerous wildfires, canoe routes have been CLOSED. Closed routes are subject to change as threat increases or diminishes. A route closure map may be obtained by contacting the Ontario Park office in Red Lake at (807) 727-1388.

One Outpost Camp to be evacuated morning of July 24/2018 due to fire risk

Outpost Camp Owners and Guests:
You are not subject to the route/lake closures. However, Ontario Parks considers these areas to be at HIGH RISK and access is not recommended. Evacuations are the responsibility of the user; Ontario Parks and Aviation Forest Fire Emergency Services (AFFES) will NOT assume responsibility for the user.

GENERAL SUMMARY OF FIRE SITUATION
Fire behaviour increasing
Red 097 is currently 1.5km to the west of Murdock Lake
Red 096 fire has moved 2/3 along the southern shore of Gammon Lake.
Red 086 Ignition line continues to hold and eastern spread has not occurred as of yet.

Red 103 - minimal behaviour
Red 108 - minimal behaviour

Ontario Parks considers the lakes within the closed areas to be at HIGH RISK. Access is not restricted for you but is not recommended. Note that evacuations are the responsibility of the user; Ontario Parks and Aviation Forest Fire Emergency Services (AFFES) will NOT assume responsibility for the user.

One outpost camp was evacuated on the morning of July 24/2018 due to fire risk.

General summary of fire situation:
Fire behaviour increasing
Western half of WCPP did receive some rainfall - minimal -
Red 097 is currently just west of Murdock Lake - head of the fire was 100% flame and burning through Red 124 from 2011
Red 096 fire has moved 2/3 along the southern shore of Gammon Lake - minimal activity
Red 086 Ignition line continues to hold and eastern spread has not occurred as of yet.
Red 081 - minimal behaviour
Red 076 - minimal behaviour
Red 103 - minimal behaviour
Red 108 - minimal behaviour
Red 077 - minimal behaviour
Red 079 - UCO
Manitoba fire is 7km from entering into Ontario
Smoke was drifting into Red Lake and from fires 50km from community
2 new fires in the Red Lake district (one being on the west end of Red Lake)

I check this thread every day hoping to hear that the entire area got an all day soaker and that all fires have stood down. I am afraid to imagine what the final fire map will look like. I might have to adjust my plans a bit.

ATTENTION: Woodland Caribou Provincial Park (WCPP) users and stakeholders
NO ADDITIONAL CLOSURES

We received a good day of rain. Total rainfall amounts are unknown at this time and will be calculated in the morning of July 26/2018.

Until fires can be assessed and fire growth predictions based on fuel conditions and forecasted weather are completed by Aviation Forest Fire Emergency Services (AFFES) routes will remain CLOSED as per previous posts to ensure public safety.

General summary of fire situation:
Due to weather and visibility, aircraft were limited to flying time.
Red 077 action on the fire is being conducted to limit any further spread
Manitoba fire on the Gammon and Bloodvein is 7km from entering into Ontario. Manitoba fire is currently conducting operations on the fire to minimize spread.

0 new fires in the Red Lake district
Red 118 and Red 130 are OUT

Canoeists:

I think that spending a little time in freshly burned areas will actually be interesting. But I like to base camp so I can explore and fish an area thoroughly. I was planning on spending some time in areas that are burning right now.

One positive is that a recent fire will leave the landscape more open and make bushwacking to lakes off the beaten path much easier.

It has been a tough week checking those fire maps. In the last 17 years I have spent a cumulative year in that area. My videos and journals of the trips will be cherished even more now. I had hoped to do a trip across the area next summer.

As for travel after a fire: you may find some place that burned clean but more will be a tangle of trees that had their roots burned up. The crews have an unending task of keeping them cut off the portages. Then in a few years dense young jackpine obscuring the trail are the issue.

WCPP receive good precipitation July 25/2018.
Total rainfall amounts were enough to minimize growth for 2-5 days
Fires were assessed yesterday and it was determined to allow another day of drying to ensure proper decisions are made to ensure public safety.

Route closures remain in effect.

General summary of fire situation:
• A good drying day today.
• WCPP fires were showing minimal behaviour due to recent rainfall.
• Value protection on some values were being removed.
• Outposts / camps whose values were removed have been notified
• 1 new fire in the Red Lake district

Canoeists:
• Please ensure your safety. BE PREPARED. Fire activity and potential for new fire starts is high, the forest fire threat is real.
• stay off the CLOSED routes.
• have a means of communication
• keep situational awareness at all times and be aware of the potential for new fire starts and be prepared to end your trip early if fire threatens your safety.

I see the area of Simeon creek going into Dunstan and the Enchanted portage out of Dunstan are in the burn area. Both were very memorable, the long straight valley of jackpines on Simeon Creek and the deep caribou moss along the enchanted portage.

Adding to my had mood are the off the beaten track lakes that I liked to visit. It does not help that the big Manitoba fire is taking out where we planned to paddle in a few weeks. Hopefully we can adjust dates and route for that trip.

We had a trip planned in Aug/Sept. in the burn area as well. As soon as things settle down we'll be re-routing somewhere in the park, perhaps in the n/e part, an area I had planned on exploring in subsequent years anyway.

Closures will remain in effect over the weekend. There are a few canoe routes to possibly re-open on Monday. Fire personnel do not want to commit until they see what fire behaviour is observed over the weekend . They will be monitoring closely and advise.

• Park has received rain again today.
• 0 mm at the south end
• 6 mm at north
• Some more lightning as well but the park is not as receptive to hot starts due to the recent moisture received

Status quo at this time... for route closures in Woodland Caribou. The Bloodvein River in Manitoba has been reopened. WCPP has over 22,000 ha of fire on the landscape which is being monitored and not supressed. Rain has been received, unknown at this time to the amounts and impact on the fires and forecasted behaviour. Due to recent rain received smoke has decreased but still present associated with active fires in the area. The smoke generated by the fires is dependent on the direction of wind relative to the fire. We expect a full update this evening which will be posted here.

I really wish I could break away for a trip this fall. I think the fresh burn would be interesting to see. My wife is having surgery tomorrow that will keep her off her feet for a few weeks so I should hang around and pretend to be a good husband. But September might be nice.

Thanks for the update.
Single Portage...I agree with you on viewing the freshly burned areas. Even though it seems a shame to lose such beauty, it IS natures way of re-creating that beauty.....unfortunately not in my lifetime again! I was in the Jigsaw Lake area about 5 or 6 years ago and it was just starting to grow up with jack pine (< 1M) , some aspen, etc. I would climb some of the hills on the islands (over lots of fallen trees) and have some magnificent views of the surrounding area!
All that aside, we're going to be in the park (someplace, depending on the fires and where the spirit so takes us) frogging around for three weeks starting Aug. 21. I'll let you know what our final route is.....maybe your wife will take pity on you and say "oh sweetheart, you were so nice for staying home a while, I think you should go up there and enjoy yourself" and we could meet up. Wonder what the odds of that are :) ?

Yes, make sure to post your planned route. It would be fun to run into someone up there that you kinda know. If nothing else, it's fun to see the routes other people travel. Make sure to take note of the nice camp sites and good fishing spots so you can tell us all about them when you return.

I have been going to BWCA, then Quetico, since 2012 and have made a dozen trips, my first to WCPP in June.
My second trip to BWCA we went into a burned area and didn't really like the burned area, although the fishing was great (perhaps less use post-fire?).
In WCPP we really learned to embrace the fire. It made for some very interesting landscapes around Jigsaw and Wrist lakes. The landscape is very different from some of the old growth Red and White Pine we saw and camped in around Quetico. But once we got over our "love" of camping in wide open campsites with mature pines, we started to see the coolness of the burned areas. We camped on a rock one night on Wrist, and it was different but in a nice way. There was certainly abundant firewood and the thick jack pine regrowth hosted some big critters we could here moving around in the evening.

We are going back in June 2019 and I don't think the recent burns will affect our planned route, unless we find the portages are impassible.

Single Portage. Still don't know exact route but are going to fly into the n/w part of the park (destination tbd yet). We expect to go into Artery, Mary's, Barclay, Musclow and Simeon area. Will also do some trips into Ted, Lunker, Pickerel, and others. Leaving home Sunday a.m. and flying in on the 21st and out on Sept. 11th. Pretty well packed up and ready to go. Son is getting married on Friday so it's getting real busy starting tomorrow!

As of 00:01 hrs CST on August 16th, a RESTRICTED FIRE ZONE will be in effect for Zones 2 (WCPP), 3, 6, 7, 8, & 10 in the Northwest Region until further notice. It is illegal to set a fire for any purpose within the affected area.

1. Fine of up to $25,000
2. 3 months in jail
3. Financial responsibility for any costs incurred in fighting a forest fire

What does mean to you?
1. CAN NOT have campfires (even in outdoor fire grate, fire place or fire pit)

3. CAN NOT use burn barrels
4. CAN use a gas stove (1 metre away from any flammable material)

-Varying amounts of 20mm – 1.5mm.
-Significant lightning activity within WCPP the night of Aug 18/19 – see map

-Water levels are very low

OUTPOST CAMP OWNERS AND GUESTS:
You are NOT restricted from accessing any lake at this time. If accessing one of the closed lakes listed above, Ontario Parks recommends to ensure a safety plan is established and accessing does pose a risk. If located one of the recently OPENED lakes, maintain situational awareness.

Note that evacuations are the responsibility of the user;
Ontario Parks and Aviation Forest Fire Emergency Services (AFFES) will NOT assume responsibility for the user.

Thank you to outposts / camp owners who have installed their personal value protection (sprinklers) on their asset. These FireSmart practices aid AFFES in quickening their time commitment in setting up. It also lessens the burden on the AFFES resources. ADDITIONAL INFORMATION:
-Fixed wing access during a forest fire evacuation may be difficult due to fire / smoke activity.
-Evacuation may be a result of an immediate threat and require immediate response.
-At this time, we are NOT applying any restrictions to Aircraft Landing Authorities on lakes. We are recommending “self-compliance”.
-Transport Canada NOTAMs always apply as they relate to forest fires

CANOEISTS:
Please ensure a safe and successful trip if accessing recently opened routes. BE PREPARED. Fire activity and potential for new fire starts exists, the forest fire threat is real.
-Stay off the CLOSED routes.
-Keep situational awareness at all times and be aware of the potential for new fire starts and be prepared to end your trip early if fire threatens your safety.
-SPOT – SOS is not an exit strategy, that is a last resort.
-Know where you are on a map so you understand your relationship towards the fires
-Communication is highly recommended to ensure contact if required (InReach device, satellite phone, SPOT unit etc)
-Situational awareness – watch the weather/winds/clouds/smoke direction
-Do not explore towards an active fire to “get a closer look”
-Ensure someone knows your route – WCPP office can be your contact if required.
-Fires have the potential to move very fast
-Select a safe campsite – use the lake as natural boundary between you and the fire.
-If camping in the burn - check trees as the roots maybe compromised posing a safety hazard.

General summary of fire situation:
- Fire behaviour is increasing again – hazard will remain until there is a SIGNIFICANT rainfall event
- New fires continue to show themselves from the lightning activity within Red Lake District the night of Aug 18/19
- Smoke within the Park today made for minimal visibility – this also makes it difficult to find new fires – this also decrease fire behaviour.
- Park is currently quite smoky due to WCPP fires, Manitoba fires and B.C. fires
- Behaviour has rebounded - forecasted humidity / wind / temps are conducive to quickly drying out fuels
- Drought conditions are expressing themselves (leaves changing colour)
- Water levels are very low
- Rainfall with thundershowers predicted for Saturday
- 1 new fires in Red Lake District
- 1 new fires in the WCPP (Artery)
- Red 189 – see attached map - 15 ha (in Ontario) – started in Manitoba and total size is larger. Fire will continue to be monitored. NO closures as of yet along the Artery/Ford/Craven route due to forecasted growth but be advised this is an active fire and the fire will continue to move easterly.
- Red 097 – 38,110 hectares – not as active today due to smoke in the area, area around Simeon Lake has increased in behaviour which has caused a closure for the route south through Dunstan, Wanda and down to Carrol
- Red 086 – 1,385 hectares - lots of smoke being generated, burning old burn
- Red 103 – 504 hectares - smoke is starting to emerge
- Red 108 – 138 hectares - smoke is starting to emerge
- Red 081 – 8,828 hectares, minimal growth, but showing activity on some areas around perimeter
- Value protection on key values remain intact and utilized when required.

As of 00:01 hrs CST on August 16th, a RESTRICTED FIRE ZONE will be in effect for Zones 2 (WCPP), 3, 6, 7, 8, & 10 in the Northwest Region until further notice. It is illegal to set a fire for any purpose within the affected area.

Failure to comply may lead to
1. Fine of up to $25,000
2. 3 months in jail
3. Financial responsibility for any costs incurred in fighting a forest fire

What does mean to you?
1. CAN NOT have campfires (even in outdoor fire grate, fire place or fire pit)
2. CAN NOT burn grass or woody debris
3. CAN NOT use burn barrels
4. CAN use a gas stove (1 metre away from any flammable material)
5. CAN use a gas stove (1 metre away from any flammable material)
6. CAN use a portable liquid fuel or gas stove that can be turned off easily by closing a valve or lid (1 metre away from any flammable material)

As previously communicated, Ontario is under significant fire load.
WCPP has over 49000 ha of fire on the landscape which is being monitored and not supressed. Currently WCPP is experiencing smoke activity AND IS INCREASING. Some is associated with active fires in the area as well as fires in British Columbia. This did lead to poorer visibility over the park today. The smoke generated by the fires is dependent on the direction of wind relative to the fire.

The opening of lakes is based on the CURRENT fire situation and where it has been determined there is a REDUCED RISK.
• Large fires are active and have not been declared OUT within WCPP.
• Fires monitored daily - conditions may change related to weather and fuel types.
• New starts are always a possibility during fire season.
• Paddling on closed routes is in violation of O.Reg 347/07, Sec 8(1)(2) pursuant to Provincial Park Conservation and Reserves Act (PPCRA) https://www.ontario.ca/laws/regulation/070347?search=45%2F14

WCPP STAKEHOLDERS AND WCPP ENTHUSIASTS

General summary of fire situation:
Fire behaviour was Intensity class 1 today (smoldering) due to smoke cover – hazard will remain until there is a SIGNIFICANT rainfall event
New fires continue to show themselves from the lightning activity within Red Lake District the night of Aug 18/19
Certain areas in the park had very poor visibility
Drought conditions are expressing themselves (leaves changing colour)
Water levels are very low
Rainfall with thundershowers predicted for Saturday

0 new fires in Red Lake District
0 new fires in the WCPP (Artery)
Red 189 – 15 ha (in Ontario) – started in Manitoba and total size is larger. Very little growth on the Ontario side, Manitoba side got a little wider. Fire will continue to burn along ridges and lowlands continue to be a natural boundary. Minimal growth on the Ontario side forecasted for tomorrow.
Red 097 – 38,110 hectares – Lots of smoke, fire continues to fill in the bay at the SW corner near the old Red 076 and at the north end. The south east finger continues to have forward progress but slow. Fire has butted up against the east side of hammerhead and continues to burn south towards Rostoul.
not as active today due to smoke in the area, area around Simeon Lake has increased in behaviour which has caused a closure for the route south through Dunstan, Wanda and down to Carrol
Red 086 – 1,385 hectares - lots of smoke being generated, burning old burn, not much movement continues to widen out. Value protection was proactively enabled on structure on the island on Larus, no threat at this but fire will continue to burn in that direction.
Red 103 – 504 hectares - smoke is starting to emerge
Red 108 – 138 hectares - smoke is starting to emerge
Red 081 – 8,828 hectares, minimal growth, but showing activity on some areas around perimeter, activity lessoned on the back end, and fire is burning itself down to the lowland on the Bloodvein river.
Value protection on key values remain intact and utilized when required.

The restricted fire zone (RFZ), fire ban, was lifted last Wednesday.

As of September 1st 2018, all routes are opened in WCPP.

Please note that fires are not OUT. In discussions with AFFES the threat to human safety has been minimized, with that said, the risk is not minimized.

Be safe if venturing in the area and/or remind all of your guests these are active fires and to maintain situational awareness.

WCPP STAKEHOLDERS AND WCPP ENTHUSIAST

All routes and lakes have been opened for paddlers. Fire behaviour has diminished to allow for ALL canoe routes to be opened.

Thank you for your continued patience and acceptance during this summer. The decision to monitor these fires and allow the fires to naturally run its course is not an easily acceptable verdict. Fires have impacts; financial impacts, vacation impacts, canoe route impacts etc. Allowing these fires to burn as they have for millennia is one unique management feature at Woodland Caribou Provincial Park. A management feature in hopes for creating a healthier ecosystem where fire is allowed to manage the landscape as it once did.

A genuine thank you for your co-operation throughout this summer as these impacts played themselves out in our lives which allowed WCPP forest to do as it wills and renew itself.

Continuing, thank you to the Aviation Forest Fire and Emergency Services for their dedication to providing their services. Their devotion to providing updates on the fire situation within WCPP allowed for informed decisions. As well for their professional services and value protection on structures located within the park. This season would have presented many challenges. Also, thank you to those who have proactively established value protection sprinklers on your facility (FireSmart); these efforts allow for quicker deployment of protection and efficiencies on Ontario’s AFFES resources.

Fires have and will continue to play its role in rejuvenating the forest within WCPP.
