Don’t know of anyplace in MN where they can be bought right now. They are technically legal IF they come from a certified VHS-free lake of origin. The package of frozen Cisco has to come with a label stating that. There are very few such certified lakes in MN so then it becomes a question of importing from
Canada and the associated expenses.
I think what we have at the moment is an extended supply chain operation with seemingly no change on the horizon.

Dead bait on the bottom is popular for both lakers and big pike, especially thru ice.
Sucker minnows can be had at almost any live bait shop. Assuming shock freezes his own and doesn’t buy them that way.

if buckeye is talking about suckers , YES, on bottom for lake trout-pike -occasional walleye too ,. best time is the first 3 weeks of ice out, but can work all year with any application you want to apply it too.
yes GG i freeze 5-6 per ziplock with some water then layer in a 6-pack with water freeze and so on , throw in ziplock of crappie/fatheads. and fits nicely under a canoe seat . not really any extra effort involved and we have good bait for a 5+days. the best thing about sucker minnow , is the skull , put a #2 eagle claw through it and will stay on for many extra cast and even after catching a fish too ;)
i do this for every trip and you have some ice left over for that campfire cocktail :)
FYI poor tap water makes porous ice and does not last as long
