Paddling through Seagull last Saturday 5/29, I noticed a blue recycling container on an island. I pulled up to the island to grab it and was extremely surprised there was rotting food of all sorts inside(Salami, pickles, yogurt, cheese, sausage). There were no signs of a bear eating/dragging this to where I found it.

I like this idea. Education doesn't seem to work these days. How much deposit. $50, $75, $100.

I witnessed something like this a few years back on the Horse River. At the takeout of the 2nd portage, I found granola bar wrappers, juice packets and straws floating in the water. Someone had stashed a styrofoam cooler for storing leeches (?). I hauled as much of it out on my way back but had to leave some of it because I ran out of space in my solo canoe. I just had to hope that someone was coming back for their stuff that they stashed there.

Just read where a guy tried to hit a golf ball in every state.
He hit one in Yellowstone and now has the park service on his azz.....fine like 8k....
Might be worth looking into.
Wish I could provide a link but that's above my paygrade.

The problem with this comes back to the major lack of USFS presence to enforce any rules at all. How would they ever identify who to fine? I've never seen anyone of any enforcement authority on any of my trips. If I was one of these irresponsible, reckless people, there is a LOT of damage I'd have done and gotten away with from just my own visits already. They just have no way of actually holding anyone accountable, and they're utterly incapable of catching hardly anyone in the act.
