I agree with fearlessleader but perhaps of interest I asked Canadian authorities via the CBSA website. I don't think they really got it. Their reply over my inquiry pasted below:
Dear Sir,
Thank you for contacting the Canada Border Services Agency (CBSA) with your enquiry as to the application of the Webster-Ashburton Treaty.
The Canadian and United States (U.S.) governments have suspended non-essential travel between the two countries in response to COVID-19; the temporary measures are effective until June 21, 2021 but could be renewed.
Canada’s domestic measures reflecting the suspension of non-essential travel between Canada and the U.S. will be applied at Canada’s borders.
Canada’s measures respecting entry provide that foreign nationals arriving from the U.S. are prohibited entry for optional or discretionary purposes, including tourism and recreation. This includes fishing and portage.
Healthy, asymptomatic individuals for whom crossing the border on a day-to-day basis is essential for work and daily life will still be permitted to enter Canada.
Failing to report, when required to do so, to the CBSA upon entry to Canada is a serious offence, subject to prosecution under the Customs Act and the Immigration and Refugee Protection Act.

Subject: **0154592**1842 Webster Ashburton Treaty
Do the provisions of the 1842 Webster Ashburton Treaty still apply or are they suspended by the border closing? Specifically, from Article 2:
"It being understood that all the water-communications, and all the usual portages along the line from Lake Superior to the Lake of the Woods; and also Grand Portage, from the shore of Lake Superior to the Pigeon river, as now actually used, shall be free and open to the use of the citizens and subjects of both countries."

Hmm, I was about to say no problem before reading Bill's post, but now I'm not as sure. We used it last summer, as did many others. If it were me, I would go for it, but I wouldn't dilly dally. Get it done and get out of there. I can't imagine the rangers would give you a hard time for it.
