I'm looking to purchase a barrel pack, and would prefer to do so locally (in the twin cities) to avoid shipping costs. Due to the size of the barrel, shipping seems to cost nearly as much a new barrel itself. With Midwest Mountaineering now closed I'm wondering if there might be somewhere else that sells them?

Why are you looking for a barrel pack? I only ask because recent regulation changes that started last year require the use of approved bear resistant containers or for food packs to be hung to specific heights and distances from trees. If your intent was to use a barrel for food storage without hanging, you might want to at least consider the new rules and how that might affect your plans.

I currently have a 30L blue barrel and am looking at switching to a bear container from REI, likely the new Traverse because it is easier to open than the Bear Vault. My buddy also has an Ursack, so I'm hoping that we'll only need 1 bear canister for a group of 4.

Hoigaards May have them. It's been a long time since I have been there and not sure what they have anymore.
