I've used Irfanview for years. Absolutely love it. The only thing I dislike is that during the install you'll need to watch carefully and disable the checkbox so it doesn't install a toolbar or Chrome, or whatever it is, if you don't want it.
Irfanview is awesome for cropping, resizing, adjusting color (the auto color correct is great, and works on selections or the whole picture), thumbnails (will create a contact sheet), slideshow (can save as a screensaver), small editing (add an arrow and/or text to a picture), etc.
Go ahead and get it. A year from now, you'll be wondering how you ever lived without it.
If you just want to re-size, and use MS Windows, the Paint program works well. Most cameras also come with some photo edit software you may already have. I have not used Irfanview.
