If this photo loaded, what is this bird? Obviously a raptor. About 2 foot tall, too tall for a hawk. Watched us fish. Did not compete with the eagle that swooped down for out cleaned fish.

Looks like a juvenile bald eagle to me.

Agree with Savage. The white head and tail plumage signal sexual maturity at 4 or 5 years of age, though the birds are full size after the first year.
