I saw it in the Duluth Tribune this morning. It may of been their Facebook page. Adam has a post about it in the Quetico forum...

It just says that as long as the border is closed, then an RABC cannot be used.
Makes sense.

Not sure where any confusion can be coming from, the border is closed. The RABC does not override that it just simplifies the process when the border is open.

I read this morning that the RABC program will be suspended in Northwest Ontario.

Somebody had an "ah, crap, we gotta clarify that this applies to RABC too" moment, which resulted in a fresh batch of news articles, many of which just ran "RABC suspended" as their headline.

To clarify, it is temporary until the travel restrictions are lifted.
