Wisconsin has many different vanity plates. I assume contacting your elected representatives (assuming you are a MN resident) would be the place to start. I think that is how Wisconsin got so many different plates which are used as fundraising for different causes.

Many vanity tags are established by "Friends of ______" groups, and such groups can be set up for federal sites. Here in NC we have vanity tags for Friends of the Smokies, The Blue Ridge Parkway Foundation, and the Pisgah Conservancy, each of which channels the fees into projects on federal lands.
