Well, I've drilled through Bell's aluminum gunwales that looked just like that with no problems. I DO typically use truss-style seat drops and not dowel drops because it spreads the weight distribution and is easier on the gunwales and the bolts.
Now, as for drilling out the rivets and removing the seat hanger, I wouldn't. I've done it a few times with royalex boats and it's no big deal. But with this boat you're going through that foam core and I just wouldn't take the chance.

My NW solo has the outfitter seat drop that is riveted into the hull, id like a little more adjustability when i'm on a trip and wondering if anyone has any ideas on building something i could hang from the gunnel like a lot of the more common seat drops? Also, would i just drill out the current rivets and remove the current bracket, would i just re-rivet to fill those 4 holes ? looking for thoughts or ideas from others that have done this.

I would not remove the old seat brackets at least not until I was completely satisfied with other seat arrangements. I would not drill holes in the top of the Bell type gunnels. Just go to the Northstar site and get the hardware and brackets you need. No problem going through the gunwales to hang your set. Other than what you have, that's how they come from Northstar. You can cut the wood brackets to fit your needs
