I think it is battery operated and also think it is illegal to use in Minnesota for fishing anywhere.

Yes, it is battery powered. In the video on they show usb charging.

in this sense i dont think robotic means battery operated (am i wrong on that ?)) , just the motion of the lure , (not sure if battery type lures would be legal or not ?) , i actually have a couple of these a friend gave me , that he basically got free. correction these do not have a propeller on the front)
with all the other lures i own and have had success with , not sure if these would get much time in the water , but who knows on there productiveness ?
i have used some soft swimbaits that had this kind of motion and have had success with them , berkley brand i think ?
