How early can I get a permit for 2019?

Normally can't get them until the very end of January. I'm not sure if it's always January 31st, or if the date varies a little bit, but it won't be until at least a few weeks after the first of the year.

Just recieved a update about the lottery change. I believe it stated jan. 30. 9 am on line and via phone.
Has anyone heard of the new rules for the "live " draw..
Mainly,how many permits per phone call.

Usually, the open date is last Wednesday, or 4th Wednesday of January.
