We've used the Duluth Pack store several times and just wanted to point out that parking can be a bear sometimes. Especially if you have a trailer.

I've used them quite a few times. It is kind of a pain as you usually have to find someone and then they have a lot more questions and its generally just slower than ranger station....but it is nice to be able to get the permit the day before so I can camp near the lake for early access in the morning.

In the past I have sometimes gotten my permit at the Superior National Forest headquarters in Duluth (8901 Grand Ave Pl).
They aren't open evenings or weekends so it wouldn't be an option for the OP. Also not sure of their in-person status during the pandemic. But it is another option for people coming from the cities to be aware of.
