I would start at Mocassin Point. Marina should be able to help you out.

There are boat ramps/water access' all over that lake. These are the public ones. View the full pdf here.
Moccasin Point is the closest to the entry. Looks like Rice Bay or Oak Narrows would both be good alternates if high wind.

I entered at the Rice Bay boat launch on Lake Vermilion. There is a small parking area, but I was dropped by an outfitter.
