Um, It seems to me that the reliable sources I've read lately re: border openings — reference vaccination rates and variants. So basically math.

The US will probably miss Biden's 70% date target. Trudeau's sweet spot is 5% higher.

The common denominator is — but the vaccination rate has stalled.

Assuming that a variant worse than the Delta variant doesn’t start spreading, I think the important part in getting the border open will be the percentage of people with two doses of vaccine. The vaccines are reasonably effective against Delta if you have two doses. However, they are not very effective after a single dose.

At the present time there is a higher percentage of people with two doses in the US than Canada. However, the Canadians are catching up fast. I expect they will pass the US in second doses before the end of July. Once both countries have high percentages of people with two doses, I suspect you might see some movement on the border opening. At current rates of vaccination that could be at the July, August or September renewal dates. I am more confident that Canada will be meeting those targets than the US.

Another thing to worry about is proof of vaccination. I expect that some sort of proof of vaccination will be required for most people. Canada is actively working on this. The US not so much. Indeed, some in the US are trying to make it harder for people to prove they have been vaccinated.

So the border might open in the next few months if 1) no new variants that escape the vaccines appear, 2) vaccinations continue, and 3) people are able to prove they have been fully vaccinated.
