If he is a US citizen, he can apply for an RABC, and then can cross the border in certain remote areas, just like any US citizen. It assumes he has not been found guilty of anything the Canadians consider a serious crime, including DUI.

An enhanced driver's license is acceptable in place of a passport for US citizens. With Scouts, we had copies of birth certificates for returning to US.
I don't think your nephew can be included on your RABC. There is or was an exception for qualified youth groups but too long ago for my memory. I don't think an uncle and nephew qualify.
It's very rare you ever have to show your RABC. The rangers don't want to see it. I heard reports of post 9/11 Canadian customs agents at PP, but can't be sure. Biggest problem might be if you had to be evacuated by Canadian authorities, it might get checked.

He’d need to apply for his own RABC. You’d need to apply for your family RABC as well. When Boy Scout troops or Youth groups do southern entries it’s a goat rope rodeo getting all the paper work done and correct for Southern entries at Prairie Portage where the RABC is required. They also need parental permission slips as well.
Just need to figure out your entry and make sure you have what is needed. Having lots of time will help in case something is needed from either government.

My nephew loves being off the grid and away from people. I’d love to bring him. Are they are special rules when bring him across the border the differ from say we we drove into Canada?

Can you clarify or edit your last sentence? You don’t state his age. Do you mean having him on your RABC permit so you can enter Q at Prairie Portage or Cache Bay vs driving across the border to enter Q at one of the northern entry points?

RABC permit info
Southern Quetico entry points (EPs) are approach from the US. Those EPs requiring permit pickup at Prairie Portage or Cache Bay ranger stations require the RABC permit - no Canadian customs available. Those EPs requiring permit pickup at the Lac La Croix ranger station require either the RABC permit, or if you get a tow from Crane Lake the tow provider will take you through Canadian Customs at Sand Point (no RABC but need the passport).
Tow providers out of Crane Lake are Anderson’s or Zup’s.

Everyone needs a passport. If entering from the south you’ll need an RABC at several places. That minor will also need a consent letter. I crossed with my son and his friend who was 17 last year and did a Northern Quetico entry. I had this filled out completely and signed by the parents.
