well, Okontoe no longer offers sleigh rides. they stopped that business two or so years ago.
gunflint lodge has cross country skiing, dog sled rides, snowshoeing, staff naturalist that runs activities Tuesday-Saturday (free). no ice skating. perhaps golden eagle lodge or bearskin lodge offers ice skating since they are on the north side of their lakes so they don't get rammed with the winds as badly.
ice fishing guide service is also available. there are no permanent houses on the lakes, the guides use portable shanties and generally provide all gear except license. this would be fishing in MN and primarily for lake trout, brook trout, rainbow trout and maybe northern pike.

Gunflint Lodge offers all the activities you mentioned. Just down the road from them is Okontoe Campground, I believe they still offers sleigh rides.

So when sitting around with family on Christmas evening the subject came up about coming up north for some winter fun next Christmas. Is there a lodge on the Gunflint that offers winter accommodations and activities as dog sledding, ice skating and dare I say a sleigh ride?? And maybe some ice fishing for Uncle D.. My niece and nephew so want to have a winter wonderland Christmas experience..
