Can anyone say if the cold spring water temp., would dictate slow or faster retrieve when casting Zulu ?

Start with a slower retrieve at first. If no action increase the speed until the fish let you know how quickly they like the presentation to be.

This rig is not legal in the Boundary Waters. I already checked. I have used the rig elsewhere, it seemed easier to only use one lure at a time.

Number of Hooks

You can use one rod and reel and one hook when fishing open water. Artificial lures are considered a single hook. You can use two rods and reels at a time (with one hook on each) during the ice-fishing season.
