Hi! I can't find this explicitly discussed anywhere, so want to double-check. Our group may have a 2 year old included - will a toddler fill a spot on a 9-person limit? Or would it still be ok to have 9 adults? Thank you!
Interesting dilemma, and I don't know the answer. But, maybe bring a "snuggle backpack" to hide the contraband, and you will have nothing to worry about.
Seriously, the best answer is to call a ranger station near the BWCA, such as Gunflint, Tofte, etc., and they should be able to give you a definitive answer.
A child, regardless of age, counts toward the maximum number of nine people per group.
