From my experience (mostly around the U.S, not Canada), when fire restrictions are in place, if your "device" has the capacity to produce an ember it is banned. So, I've been in places were cigarettes were banned (if smoked outdoors), but cigarette lighters were not.

This Idid received as a email: Thanks for your email. You can use your propane stove, or any portable gas, propane or naphtha stove anytime during the fire season, even in a Restricted Fire Zone, provided the stove is at least 1 metre from any flammable material. The stove must also be designed to use gas, propane or naphtha and you must be able to extinguish the flame by a control valve or by closing the stove.

What about when you are needing to burn the toilet paper in the cat hole - as per current regs. I think I might need more ziplocks.

I assume you mean for a candle lantern in your tent? This is a good question since you could potentially fall asleep and the candle could tip over and start your tent, and subsequently the forest, on fire.

If you had a candle lantern and used it carefully, who would know? It's not like it sends up plumes of black smoke to alert the fire watchers.
