Check out the USFS campgrounds such as Sawbill. Pit toilets, water from the lake.

We like the USFS campgrounds in the summer more than the MN State parks. Just look up Superior National Forest.

Minnesotian: "
I just remembered, Temperance River Campground, just off Sawbill Trail up from Tofte, is also a possibility. The trail is paved basically upto the Campground, so the plows the last couple years have been using the campground as a turn around. I wintered camped there last year for one night. "
Been by both of them they'd be good options, thinking McFarland could be a option also.

I've stayed at Ninemile Campground twice now in the winter. The campgrounds aren't plowed out, but there is a turnaround that the snowplows use and that is usually plowed out. The road the campground is on, 7 or Cramer Road, has been plowed out as well.

If you do stay at Ninemile, I recommended going up the road two miles to the Trestle Inn to grab a burger and something to drink. Great little place out in the middle of nowhere. Snowmobilers will be there as well.

Suburban camping with a tent, testing before a bw trip, want to make sure sleep system and tent setup goes smoothly.

I was looking at a few places, but it seems as if the gates close either after deer hunting season or when the snow gets deep. You might want to check with the DNR or Forest service which places might still be open that late. Possibilities for state sites are Finland, Eckbeck, Indian Lake and Sullivan Lake; and possibilities for federal sites are Cadotte, Ninemile, and Devil Track Lake. Many inland forest service roads are also not plowed.

Looking for area to camp that's not a state park around the north shore, I know it all hinges on snow amounts, dates will be up north Dec 21st - 24th, thanks for your input.
