Never tried that, but from recreation.gov: “Permits are not transferable (permit holder, alternates, entry date and entry point cannot be changed once the permit reservation is made).” If your scenario was allowed, then anyone could buy a bunch of permits with no specific user in mind and sell them to the highest bidder.
