The Bob special has a sort of cult following, great canoe. If the kevlar is in good shape it's absolutely worth $800 but hard to say for sure without more info or seeing the boat in-person. New gunnels isn't a big deal if you're handy. Same with gel coat if they're small areas.

IDK where you're located, but you can source Nova Craft parts via Rutabaga in Madison. Expect to pay ~+$400 for the rails after shipping if you want wood... I don't recall how much I paid, but IIRC shipping was more than the sticks. If you don't care about factory parts and can drive to the twin cities with a roof rack then you have options as far as full length sticks go as you have both Northwest Canoe & Northstar Canoes in that general area who can supply wood and aluminum gunwales. Northwest Canoe as well as Ed's Canoe will ship you their knock down wood gunwale kits via UPS. The rails are cut into 3 pieces that you epoxy & screw together before finishing & mounting to the canoe.
I've re-railed 3 boats now, one with cherry that I sourced locally at a cabinet shop and scarfed to the needed lengths, one with a knock-down kit, and one with the Nova rails. If you have access to the raw materials and a table saw you can easily make your own for cheap.
$800 is a little high to pay for a canoe that is in need of repairs before it should be used, although it's really hard to say definitively YES or NO without photos. I must warn you, whatever you do - once you buy your first canoe do not for a moment think that you're done. I thought that way about 10 years ago and now I have 6.
