Does anyone have a link to the specific policy/regulations that guide this? I can find FAQ, the rules listed on various outfitter pages, the videos...but I want to read the actual policy or reg. Where can I find that?

It has some good info, but this document is a MN State document I believe. The Federal Government has jurisdiction over the BWCAW ultimately and although they have a good working relationship this doesn't really cover most of the BWCAW regs. If is does I apologize I missed it.

BWCAW Act of 1978

BWCAW Rules

The latter is the best I could find. Somewhere on the Web there should be more specific regulations similar to the MN DNR Page SoleDad linked to. It should list the rules in more detail with specific links to each rule with a specific number for each rule. I found it once. But maybe they took it offline. Interesting to read. A lot more detailed than the bullet points they present now.

Go to the Recreation.gov website.

Navigate to the Boundary Waters Page: https://www.recreation.gov/permits/233396

On that Page there is a menu on the right hand side with the title: "Additional Information". The very top link "BWCAW Trip Planning Guide" is a USDA (the USFS is a division of the USDA) pamphlet with a list of the rules and regs for the BW. (See Page 6).

It is a PDF and I can't make the link stay up long enough to copy and paste to here.

I was just out to the USFS Superior National Forest Page and that page also links to the same PDF as above for the rules. I think that is "official" as you are going to get.

I'm fine with the LNT tradition and school of thought. Just making a joke about wood shavings... but then, what about that line in the sand when I beach my canoe?? There will always be some trace, won't there?
