Yes it will work with either cold or hot water. Obviously it will take considerably longer with the cold water. When we are doing a meal that will be eaten cold we add water in the AM just before taking off for the day or an hour or two before lunch. If you are using hot water it only takes about 10 minutes.

For lunches I don't want to start my stove but would like something besides PB&J sometimes. So this is good info. Thanks. I have a touchy constitution when it comes to food safety and I won't have meat unrefrigerated for more than two hours, so good to know it will be ok with an hour or so (unrefrigerated after opening and adding water, of course)
