2) It will not dry. You want to carefully use a propane shop blow torch to heat the tar to the point of bubbling so it soaks into the wood, possibly repeating the heating two or three times. After that, do a final light pass with the torch to get it warm enough, then wipe off all excess with rags. Put some force into your wiping, and repeat with clean rags until no more tar is coming off them. Then let it sit overnight, and wax the next day."
