I've come across numerous dogs in the BW, all were largely behaved, probably 80% were off leash. Never once did I feel like i was going tobe bitten

I've come across more dogs in the neighborhood while walking our dog and probably more than 50% are a-holes...along with some of the clueless owners.

I've been bitten three times. Just this last summer by a German Shepard on a leash that the owner let it drag him over to us. I asked him to control his dog and I stepped between him and my Bernedoodle at the last second, taking one in the leg.

It's not about the leash but more so the dog and the owner. I will add, not all barking is aggressive.
